Cyber infrastructure and cyber security are now becoming important matters for conducting a good cyber governance. It means all the things related to cyberspace, such as the use of software, is a crucial matter for states to be developed. That is one of the reasons why Russia decided to partner up with Oracle to develop the cyber infrastructure. This cooperation was marked by the signing of Memorandum of Understanding (MoU) between Russia and Oracle on Monday, April 10, 2017, at Rektorat Building, Parahyangan Catholic University, Bandung, Indonesia.
Russia decided to cooperate with Oracle as the company is one of the companies that produce cloud database software that operates in Russia, and supports e-government network as the Russian government is using the software made by Oracle. Before the MoU, there was no clear agreement between two sides. That is why Russia initiated to cooperate in software development that can be applied in a form of e-government by the Russian government. The state regards Oracle as a company that has great potential to help them achieve a better cyber governance. Oracle is also willing to cooperate with Russia by providing training to Moscow University, to spread the awareness about a good cyber infrastructure and cyber security. Other than that, Oracle sees the opportunity to expand their market in Russia.
Both sides hope that with the agreement, they can provide qualified software for the government that will manage databases for the civil society, also to improve the education in Russia for a better cyber infrastructure and cyber governance in the future.
