Three countries including Iran, Russia, and China agreed on initiating the making software operating system by signing a Memorandum of Understanding on Tuesday, April 11th, 2017, in Tehran, Iran. The three states recognized that it will be necessary for them to make software operating system to avoid the use of illegal software within the countries. It is an important matter for three countries as they need the operating system that can accommodate civil society’s need.
Other than that, the three countries were also talking about how to manage the internet in their own respective countries. The agreement is also important for three countries as it will be the basis for the application of cyber governance in the countries. The software operating system distribution is still not even, as a certain company is still dominating it. That is why the countries agreed on making software operating system to become independent and will not depend on certain companies.
This agreement is also becoming an attempt for three countries to create independent information and communication technology (ICT) that will be useful for civil society. The three countries are also respecting each other’s sovereignty to conduct the agreement.
